The best way to cook broccoli, in my opinion, is to steam it and the best way to do that is to use the microwave. If you don't have one, then use a conventional steamer or similar.
For example, a colander that fits inside a saucepan with about 5 cms (2 inches) of water in the bottom and a lid that covers the colander will work perfectly well.
For microwaving, put the broccoli inside a microwave bag with a tablespoonful of water and tie off the end of the bag. Make two or three holes in the top of the bag to allow steam to escape and cook on high for three minutes. No longer as it will continue to cook after the oven has stopped.
Be careful opening the bag. The steam inside will be very hot.
Here's what you need for the rest of the ingredients:
3tbs fruity olive oil
juice and zest of half a lemon
3 garlic cloves, finely chopped
salt and black pepper
Put all of these in a small pan and warm through. Be careful with this, I really do mean 'warm' and not 'heat'. This is just enough to allow the full flavors to develop but without any real cooking.
Drain the cooked broccoli into a suitable bowl, pour over the dressing and mix thoroughly either using salad servers or, much better yet, your fingers.
